the previous description of how my obd2 connector is wired was backwards. Sorry, I was looking at the male connector. Anyway, on the 16 pin female connector mounted under the fuse panel on the drivers side, I have a wire coming in at the 4,5,7, and 16 position; 4 and 5 are grounds and they both check out as grounded to the chassis. I have 12 volts on pin # 7 and after doing research I think this is where the actual data is transferred. The problem is there is no power on pin # 16 which is suppose to be the power source. I'll try checking fuses again but any other ideas wouls be appreciated.

Since the implementation of the OBD standard, each vehicle has a standard 16-pin connector, as described on our OBD presentation page.

The norm states that the port must be located inside the vehicle passenger compartment. Depending on the make and model, it may or may not be easy to locate.
